Skills for Industry - Harvesting Subsidy

 

Following the success of the Silviculture Subsidy for the last 2 years, we are pleased to be partnering with the Ministry of Social Development to offer support for harvesting contractors employing NEW “Kiwi Locals” from 1 July to 30 June 2022. 

 

STRICTLY LIMITED TO FIRST 50 APPLICANTS

This support package per participant is based on a series of milestones which MUST be met to receive full funding to support the 2021/22 Harvesting period 1 July 2021 – 30 June 2022

  • $500 paid to the contractor if the employee is still employed at 91 days

  • $500 paid to the contractor to go directly to the employee if they are still actively employed and enrolled in the Forestry Essentials Micro-credential or equivalent at 91 days

  • $500 paid to the contractor if the employee is still employed at 182 days

  • $500 paid to the contractor to go directly to the employee if they are still actively employed at 182 days

A wage contribution

Flexi-wage is one of the ways the Ministry of Social Development is supporting more New Zealanders into work. You may be able to get Flexi-wage for someone who hasn’t worked for a while or needs some support keeping a job. Depending on how much support they need, you may be able to get a wage contribution for: 24 weeks, at $276 a week, totalling $6,624 (GST inclusive), or 36 weeks, at $276 a week, totalling $9,936 (GST inclusive).

Basic Criteria

• Candidates must be in full time employment (Minimum 30 hours preferably 40 hrs/week) to be eligible for funding

• Candidates must be NZ citizen or permanent resident to be eligible for funding

• Candidates must be new employee to industry not returning

• Candidates DO NOT need to be a long-term beneficiary

• Candidates must be enrolled in the Forestry Essentials Micro-credential or equivalent programme

• Candidates must be on employment agreements NOT contracts

• Must be FICA members and FICA will administer the funding and qualify the contractors

Payment Clarification 

  • 24 weeks at $276 per week or $6,624 in total will be paid monthly to the employer directly through MSD and we will make sure we connect you direct with the relationship manager and the payment will be 4 weeks in advance (this will be back dated at this stage as we confirm this arrangement with MSD)

  • $500 payments to employer and employee will be administered through FICA and we acknowledge these payments are based on milestones that must be met and the subsidy will be then paid provided the following is completed and each employee MUST have a SWN.

  • The subsidy will be paid against a GST invoice within a 30-day cycle once the milestone has been met with exception to the first upfront payment. Proof of payslips will be requested.

Recruitment & Placement

There will be a screening process and a programme to manage by FICA to ensure participants into employment will achieve a sustainable employment outcome. Candidates can be referred by the contractor but must undertake this process. More information is supplied online.

 

FICA & Competenz also encourage the employee to undertake these units as they are required by many forest management companies and are often the first units, contractors get new employees to do, so fits well with this programme.

The micro-credential (Forestry Essentials) is made up of three-unit standards:

• 17769 - Demonstrate knowledge of general health, safety, and environmental requirements in forestry

• 22994 - Demonstrate knowledge of factors that affect the performance of forestry workers

• 17772 - Demonstrate knowledge of environmental requirements in forestry operations

 

FEES FREE UNTIL 2022

To fulfill this subsidy FICA will require all candidates to be thoroughly screened to ensure their ability to meet industry needs and the role required so we seek the agreement with contractors to:

  • Support new employees to overcome any initial employment challenges

  • Ensure employers provide support

  • Ensure the new employee is signed into formal training with the relevant qualifications

  • Distribute employer incentives when due

  • Release the new employee when required for training

 

Within the 182 days in employment FICA will provide (but not limited to):

  • One face to face or video call within the first two weeks of employment

  • Have a second face to face or video call in the second month of employment

  • Have at least monthly meetings with the participant

  • Provide advice/ support on employment issues

  • Arrange or provide advice on building a pathway towards higher education

 

Employers and FCA will agree to:

  • Support the new employees to overcome any initial employment challenges

  • Ensure employers provide support

  • Ensure that the new employee is signed into a formal Competenz Micro-credential

  • Training Agreement in the relevant qualification

  • Distribute employer incentives when due

  • Release the new employee when required for training

 

  • An MOU – Memorandum of Understanding will be signed by FICA and the Contractor
